Commercial Function Director

Andy is the Ministry of Defence (MoD) Commercial
Function Director and Head of Profession for Defence
Commercial. He leads the development of commercial
policy and process, digital and data architecture,
scrutiny and assurance, and professional capability
across the Function. Andy is also accountable for the
Single Source Contract Regulations which govern how
the MoD prices and oversees defence contracts
awarded without competition
He is helping shape the future Commercial and Industry
operating model as part of Defence Reform, with a focus
on creating a more integrated, strategically led and
digitally enabled function. Andy is also the Commercial
and Industry Senior Responsible Owner for Corporate
Services Modernisation, including the move to a modern
source-to-contract platform and the wider use of
consistent data, automation and artificial intelligence
across the commercial lifecycle.
Before joining Defence, Andy held senior commercial
roles in the Cabinet Office and Defra Group
Commercial. His work included category management,
digital, data and shared-services strategy, and
commercial leadership supporting major environmental,
infrastructure and policy programmes.
Earlier in his career, Andy spent 14 years as a Chief
Procurement Officer in the NHS and also held national
commercial policy responsibilities with NHS England
and Improvement. He began his career as an engineer in

the marine and manufacturing sectors, later specialising
in global supply chains, sourcing, and business
improvement.
Across his career, Andy has maintained a strong interest
in organisational transformation, supply-chain
improvement, interoperable digital systems, and using
better data to improve commercial decision-making and
delivery outcomes.
